A picture should be accurate to the story. Check on image accuracy by doing a reverse search for the image on Google. Right click on the image and choose a Google search. If the image appears in multiple stories about multiple topics, then the image is not accurate. You also may discover that the image has been altered or edited to make a point that the original image would not have made.
